Job Description DEPARTMENT: Regeneration, Enterprise & Skills DIVISION: Business, Employment & Skills SECTION: Business Engagement and Town Centres DESIGNATION: Street Trading and Market Inspector GRADE: SC5 POST NO.: REPORTS TO: Area Town Centres and Business Engagement Manager Purpose of Job To be responsible to the Area Town Centres and Business Engagement Manager, for the enforcement of Acts, Regulations and Byelaws etc related to the above-mentioned service as directed. Summary of main duties and responsibilities Investigating any trading practices that affect the day-to-day running of the Market and Street Trading within the Borough. Investigating any trading practices that affect the issuing or renewing of licences and tenancies for the Market or Street Trading. To prepare reports, letters, statements, and statistics and maintain records or work registers. To collect fees for rent, lighting, refuse, car park, window displays, hire of equipment etc. To complete all necessary records and deposit monies in accordance with agreed procedures. To collect statistics and trade data from appropriate professional and trade associations or organisations. To liaise with members of other Directorates, Authorities and outside organisations as may be necessary. To attend meetings and training courses and assist with the training of members of staff, trainees, including those from other Authorities, as may be required. To monitor the work of contract cleaning staff to ensure compliance with the terms and conditions of the contract as it applies to market cleaning and to refer any deficiencies to the appropriate officer. To carry out such duties as may be required in the event of a civil emergency. To serve summonses and attend Courts and hearings to give evidence on behalf of the Council. To deal with enquiries or complaints from members of the public and market traders, advising, investigating and taking action where appropriate, seeking at all times to provide a service with due regard to customer care. To take action in response to illegal street trading, including where necessary the seizure of goods, vehicles and stalls used in connection with such activity. To accurately record such articles seized and ensure secure storage. To distribute rent accounts and regularly check trader s receipts for payment. To carry out duties in connection with the day-to-day operation of the Councils public markets and street trading sites, including the allocation of sites, supervision of the Market Traders Compound and car park, supervision of market trader s activities to ensure compliance with the general requirement of Health and Safety at Work Act and the enforcement of all rules, byelaws and current legislation in respect of the potholders area of responsibility. The reading of electricity meters and preparation of reports for the purposes of recharging; and ensuring the security of market buildings and the operation of appropriate security systems. In connection with the normal post duties to utilise and operate computer-based equipment as required. To carry out duties of the post in accordance with the Council s Health and Safety and Equal Opportunities Policy. Designation of Post to which Post holder normally reports: Area Town Centres and Business Engagement Manager
